Is a sitemap an indexing or ranking guarantee?

No. It helps supporting crawlers discover content. They still decide what to fetch and index. A sitemap cannot fix poor content, broken navigation, access restrictions or conflicting indexing directives.

Use the sitemap as one part of good site maintenance. Readable content, working navigation and consistent public URLs remain separate responsibilities on your own website.
