What does “does not return an HTML page” mean?

The proxy checks the response Content-Type. It expects text/html or application/xhtml+xml. An XML sitemap, image, JSON endpoint or file download is not treated as a crawlable HTML page.

Use a normal page URL as the starting point. If a real HTML page is rejected, check its response headers on your server. A successful status code alone does not identify the response as HTML.
